Hopkinton Select Board heard a preliminary $1 million FY28 budget deficit forecast and approved an Elmwood Reuse Committee charge.
Select Board · Meeting of September 16, 2026
Hopkinton Select Board heard a preliminary $1 million FY28 budget deficit forecast and approved an Elmwood Reuse Committee charge. Budget official Kyla LaPierre told a joint session with the Appropriation, School and Capital Improvement committees that debt service tied to the town's bonding schedule will rise from $12 million to $19 million in fiscal 2028, with health insurance costs up 20 percent. Superintendent Evan Bishop said holding school spending to "level funding" rather than "level service" would force roughly a 5.12 percent cut and layoffs.
Member Brian Herr said invoking "level funding" publicly "will never fly" and would pack town meeting with opposition. The board, with Chair Shahidul Mannan absent, voted 4-0 to approve a new seven-member Elmwood Reuse Committee and unanimously approved an amended propane storage license for Hopkinton Country Club.
