Conservation · Meeting of October 28, 2026

Hopkinton's Conservation Commission opened a line-by-line rewrite of its wetlands regulations and continued the hearing to November 3. Chair Melissa Ricos and members Ted Barker-Hook, Ed Harrow, Walter Garland and Peggy Shaw worked through a markup from Conservation Administrator Judy Day and consultant Joe Orzel of Lucas Environmental, focused heavily on reconciling a 125-foot vernal pool buffer with the town's wetlands bylaw. Harrow argued the distance is "clearly a lot more than 125 feet" short of what wildlife actually needs, citing turtles struck far from any pool, while member Walter Garland countered that "the vernal pool should be for the vernal pool." Staff also flagged fee increases tied to a new Lucas Environmental contract, a shift to a flat $300-per-violation fine structure reviewed by Town Counsel, and a plan to defer stormwater design standards to the town's newer Stormwater Management Bylaw.

The commission voted 5-0 by roll call to continue to November 3.
